Because, as things currently stand SCA Corpora wise, the number of paid memberships needed to hold Kingdom status ONLY includes those who have Sustaining memberships.  That is the reason for the BOD requesting feedback on this issue.  However, until it officially changes, our numbers of Sustaining membership were at risk of falling below the SCA requirement for Kingdom status.
