[Artemisia] White Scarf Cirlce

It's not a Peerage, but the way the Crown recognizes White Scarf Candidates is similar to the way they learn about Peerage candidates. Only a Rapier Fighter will be able to judge another Rapier fighter when it comes to White scarf-y stuff. I couldn't tell them who should be next. They judge the skill of others by those who can best recognize that skill.
