I believe the monkey wrench you are looking for is the titles of Thegn and 
Bannthegn.

These were instituted by Atenveldt shortly before Artemisia went Kingdom. 
They were titles given out to former landed Barons and Baronesses that fell 
before the Grants and just after the Peers.

I believe Artemisia chose not to keep that tradition after they went 
Kingdom, however the Principality Heralds were still integrating the concept 
into the Artemisian OP when the Kingdom split.

OR I could be wrong.
