Actually, it's quote by Mark Twain, specifically made about the  
weather around Hartford, Connecticut where he made his home in the  
1890s and 1900-odds.  Since it's just about universally true of most  
of the world, excepting Southern California, it used by almost  
everyone everywhere (including in Vienna, Austria, where I lived for  
a while - it was weird hearing it the first time in German...).
