The corporate NMS is defined clearly. it is $3.00 for every non-member paying a full site fee. There are no rules against groups offering their own "member discounts" or non-member surcharge, and it is up to the individual group who this would apply to.  That is *not* legislated at Kingdom and Society level.  Very few groups have ever applied such surcharges to youth or discounted site fees.  I think that those who do could be encouraged not to by addressing the matter with the hosting group's seneschal and exchequer.  I would imagine that there are instances where someone is helping at the gate that may not know the policies, and this would be a matter of education.

It is up to each group to decide  the site fees for their events. Loch Salann has the ages for each type of site fee, and the percentage youth are charged compared to adults is written into the Baronial Financial Policies.   

I would imagine other groups have a similar understanding.  In Loch Salann, the youth site fees are used to help offset the cost of youth activities.  It is also expected that every autocrat will budget $50.00 for the youth minister to plan suitable activities.  This happens for every event.  I am not saying this should happen everywhere, but it works for Loch Salann.  I really think this should be defined at the local level.
