[Artemisia] NMS and Site Fees

The Society lists the NMS as follows:
At the July 20, 2002 quarterly meeting, after several months of collecting
comments from the membership, the Board of Directors instituted a nonmember
surcharge of $3 on admission to events. The Board directed the Vice
President of Corporate Operations, Society Seneschal, and Society Exchequer,
and the appropriate Kingdom officers to establish implementation
proceedures. After three months of study, the SCA's officers presented the
following guidelines for NMS implementation.

How the NMS applies:

(1) The NMS will apply to events which meet the requirements defined in
Corpora section II.C., "...Society events for which a full announcement
including date, time, and place has been published in advance in the
appropriate corporate publication;" and for which a fee or required donation
to attend the event is charged.

(2) The NMS will not be collected if there is no fee or required donation to
attend the event.

(3) The NMS will not be collected for minors for whom there is a discounted
event fee.

(4) The NMS will not be collected for any adult for whom an entry fee or
required donation is not collected, even if others are required to pay at
the same event.

Facts:
1 Rules out Fighter Practices and other such non "organized" meetings,
2 takes Demos out of the pot.
3 quite simply states a NMS will NOT be collected for minors where there is
a different fee, IE Minors would pay the NMS if the Autocrat does not choose
to make a seperate price for minors.  It also does not anywhere define age
of minor, just that if a discount is given for an age group, the discounted
site fee becomes exempt from the NMS.
4 rules out charging the NMS to anyone who has a site fee waived. (Again a
choice of the group, say how at smaller day events we often waive a
firsttimers site fee.)
None of the above changes or modifies the process of a group giving their
own "discount for members".


OK on the age thing.  Depending on where you sit, a person is considered a
minor in one of an assortment of conditions.  Those who may not drink
alcohol, those who are able to represent themselves legally, those old
enough to fight under current SCA rules, or so on.  This definition is left
for the groups and autocrats to decide, and when they go the wrong way on a
choice, they hear it and don't do such things again.  For the most part, fee
structure and such are discussed at Business meetings, and a minimum must be
approved by the local scenischal.  For the most part we all follow a pack
mentality going on the addage of what is X Y & Z groups doing, we will do
that.  I can't say I find this a bad way, it leaves the power to the people,
and as this conversation has brought up, something anyone who runs events
will keep in mind when making the age breakdowns and prices.  I have noticed
no-one has mentioned anythign about how as a group we do not charge for
children 5 and under, Which I think as a group we all have decided is a very
good point to not charge due to limited activities, and the time it takes
from the Adults day.

There is no use arguing what the NMS rules are and are not, the real
question I think that needs to be discussed is what age should we consider
the low end of the normal fee structure, and what age should get the
discount.  I do ask those who respond site reasons for why they choose one
age or another, as I hope to learn more from my friends and the populious so
I can make better choices in the future.  Isn't however that what it is all
about, trying something, evaluating the reaction and maintaining or changing
based on that reaction?
