[Artemisia] A New Debate - Pay to Play - FYI

Artemisian Kingdom Law clearly states that:
   
  "II. ROYALTY
  A. The Crown is the office of Sovereign and Consort (King and Queen).
   
                 2. Awards may only be received at official events, & only by paid members of the SCA."
   
  I can find no definition as to whether these are ALL awards, SCA recognized awards or awards of any type.  
   
  Also, all officers (greater and lesser) must be members.  Does this include those included in the officers of the court (Champions, chatelaine, secretary and such)?
