[Artemisia] Event Emergency

Wow, thank you.

I hadn't thought of that option.  I was used to my experience in
Theatre and concert security where teh only people that used the
emegency channel were emergency personelle.  I would agree that many
people would be monitoring the preselected emergency channel, but they
wouldn't be using it for communicating.  Listening is good, but
broadcasting isn't.

The idea of using preset codes is a good one.  We would have to keep
it fairly simple since I am not sure how many people have used them,
but still it is a great solution.

My fear is what I witnessed at Estrella War this last year.  Everyone
was on teh same channel and half the time the messages for security
were interupted with requests for when the next soup run would happen.
 It was very counterproductive, especially when we were reacting to
microbursts and flying merchant pavillions.

I think the code system would have worked in that case.  Thank you for
pointing this out.
