I would agree - the Seneschal is the officer that generally winds up dealing
with any legal or mundane-official issues, and should be involved in the
editing of such a document...

And as to the earlier mention of using Incident Command System, I too have
access to that sort of info at work... I'll try to see what I can dig up
next week.
