Well, since I did this for 3 years...

As HE Gefjon said, it's a time and resource management issue. Getting 
judges, criteria, forms and information out to multiple Kingdoms is 
often very hard or time sensitive. After all do you really want to go to 
a multi-kingdom event and spend all your time on the biggest day of 
Estrella running a competition? Even taking entries down can be a real 
choice for some gentles. It is a long way.

Categories chosen are hopefully broad enough to include alot of variety, 
but also narrow enough that you aren't judging 800 "Beer or Costume"" 
entries. Remember ALL Kingdoms are eligible to send entries...the 
artisan just declares their intent for one of the Allied sides if they 
win the Category.

The actual categories are chosen for the next years Treaty Negotiations 
from lists submitted by the Principal Kingdoms Arts Officers. They 
actually choose 4 categories to start and the Crowns negotiate it down 
to 3. (ie 2008 categories have already been chosen.)  If your favorite 
subject isn't there...speak to your Kingdom Arts Officer and have them 
put it on the list for next year, keeping in mind that not all subjects 
are conducive to an outdoor setting, or they may be to esoteric for 
significant participation.)

But that is about it.
