And simply give the banner to the person that turns in the most 
volunteer hours. No extrapolation- simply put: simple rules.
Put it on a poster at troll for the event, but do not nag people signing 
in through troll about it.
Those who wish to enter, will.
Those who wish to volunteer - competition be damned - will, because it 
is in their hearts.

All of our groups host events, and many people come to those events from 
out of that group. Many people from out of those groups volunteer: and 
not because they needed prodding. A group hosts an event, because they 
know it will be fun for those attending.
