To answer the second question first, Their Majesties can appoint a Baron 
and/or Baroness - meaning either a couple or one or the other. 
Currently, there is no Baron of One Thousand Eyes, and in the past there 
have been three solo Baronesses of Sentinels' Keep and one solo Baron of 
Arn Hold. It is up to the group, those putting in their intent for the 
position when changeover takes place and Their Majesties as the final 
arbiter.

For the first, I have no knowledge or say in this - and Kingdom law is 
silent as well. Corpora (see the Governing Documents of the SCA at 
www.sca.org) refers most of the rights and responsibilities and 
definitions for Territorial Baron and/or Baroness to the individual 
Kingdoms.
