[Artemisia] Fire Restrictions for Grand Outlandish XXXV

The fire restrictions are very stringent. This year with how 
uncorraporative the weather GODS have been the fire restrictios are 
very harsh.

They are as follows:

1. No open fires at all. Every fire pit must have a shut off valve. 
2. No open flames of any type.
3. No charcoal grills.
4. If you smoke cigaretes you must have a butt can near you. 
5. Every tent/pavillion must have a fire extiguisher and a shovel at 
them.
