Weighing in as a former Westie/Silver Deserter, I would think that it would be beneficial for both the West and Artemisia to make some sort of agreement for Wells to be part of Artemisia.  Part of the reason Desert Garden (Battle Mountain) floundered was because of the distance from Fallon (Drakes Marsh) and Reno (Silver Desert).  Plus, with the ongoing increase in fuel prices, more and more folks will be reluctant to go that far from the Bay Area.
