Sorry about that - it should be fixed now.  I've had to move it from it's 
ancient server in Idaho to the one I'm hosting it on here in Ansteorra until 
it can be taken over by a native Artemisian again.  

There were actually two different problems, both related to the fact that the 
new server is...well, new.  The elderly code I assembled so long ago to handle 
the online court reporting had to be updated slightly to match the modern 
syntax, and the new system had to have its "send an email to El Hermoso 
Dormiendo to let him know there's a new report" stuff had to be reconfigured.

Both are now done, so it SHOULD be working now - it seems to be for my tests, 
anyway.  Sorry about the hassle - I hadn't realized the move had broken this.
