[Artemisia] Combat Requirements--Insurrection II

All,
 
You must be a member to be an authorized fighter in Artemisia.  That is a condition of authorization.  You must remain a member to retain that authorization.
 
Very clean, very simple, I hope that clears up the "misunderstanding".
