Very interesting.  Thanks for the links.  Of the 3, Montana is the only
state that *requires* service dogs to wear ID.  Utah *encourages* it,
(requires it for mental health dogs) and Idaho doesn't even mention ID.
Seems like it would be so much more logical for the state rules to be the
same on things like this.  They all do have misdemeanor penalties for anyone
who misrepresents an animal as being a service dog when it isn't, though.
