The obvious answer is mud or some sort of clay in the short term.

If there's access to limestone, you can cook it (need to make a kiln  
and charcoal - wait, we covered that already) and get quicklime.  
Adding some water and sand gives you a passable mortar. I think that  
chalk will also work.
