[Artemisia] Heraldic Submissions procedure changes

Greetings!

There are two big changes for mailing submissions.

First, for the next few months Heralds who are mailing submission packets
will need to note the new mailing address for packets only.

We will announce when this changes again.

If you send something, please either use delivery confirmation or email
deputy-herald at artemisia.sca.org when you mail it. You should received a
'it arrived' email when your envelope gets picked up. If you haven't heard
anything for a few days, please ask for a double-check.

Second, you cannot send a personal check with forms direct to Kingdom. The
exchequer requirements for reporting have been substantially changed.
ALL funds for heraldic submissions must go through a local exchequer and
that local person will get the proper funds to the Kingdom Heraldic
Exchequer deputy via the group account and using a tracking worksheet.
