My comment on format of bib notes: "It is close to MLA with [exceptions]"

Restricting the number of words in the bibliography while insisting on 
an accepted format rather sounds like trying to look good through form 
rather than through content. Like using parchment and hand-ground 
pigments to paint Sponge Bob Square-Pants.
