Local enforcement of federal law generally depends upon the commerce clause of the constitution. If your library doesn't have interstate patrons, then your lending is probably not involved in interstate commerce. I do suggest that you sticker children's books with warnings as a cyoa measure. Regardless, if you really are interested in a real solution, then you should consult the legal beagle your library keeps on retainer. (e.g., the city attorney.)
