Speaking of court again....

Something that the heralds can do is to ask for specific information from anyone making a presentation or announcement in court.  At that point, the herald can help determine the amount of time that can be allotted (estimate it anyway), or perhaps help to arrange a private audience with Their Majesties outside of court.  

Something that the populace can do is be mindful of all these facts when getting up before court to make a presentation or announcement.  It wouldn't hurt to have some notes or an outline of what you want to say before you get up there.

This, of course, does not apply when a member of the populace gets called up into court unexpectedly.
