Actually, the Order of the Rose is Society order defined in Copora.  
There aren't seperate Orders for Artemisia and Atenveldt, or any other 
Kingdoms.  Just like there is only one Order of Chivalry, Pelican, and 
Laurel.  So, the only way someone could sponsor more than 2 fighters 
would be to have served as Princess of at least 2 different 
Prinicipalities, and also have served as Queen.
