[Artemisia] Crown Lyst Questons

As a fairly new resident to Artemisia, I am admittedly not fully informed on 
the requirements
for fighting in Crown Lyst.
What are the Specifics?
Are there any variable(whim of the Crown) requirements?
Whats the residency requirement?

I ask because each kingdom has its own traditions and ways of doing things 
and I wish to not
be ill prepared or ill informed.
