John, I am having the same problem...All of the land allocation stuff is 
404 Error on my end too. Some of the maps are not linked as well as some 
of the site rule links. I'm using mulitple computers with Windows 2000 
or XP2003 and Explorer and/or Netscape.

One other thing...Sorry, it is a pet peeve of mine.

Populous = to be thickly inhabited/many
Populace = common people/residents

Could you update your writeups. The word as you have it is incorrect.
