I would suggest that this is exactly the kind of thing TRH want to have
discussed at Artemisian Prize, which would also give you some time to
formulate something more concrete.  I think it is an interesting idea.  So,
I should expect to see you and Mistress Judith, then? ;-)

I would like to propose that something like the new  Combat Tourney format
be considered for A&S. 

Points A&S of some sort held at every Kingdom level event & at local events
when realistic with points awarded toward an A&S championship.  

This would expose everyone attending larger events to A&S. 
 
It would also get A&S out from the "Preaching to the converted" situation we
find it in now. Only those already very interested in A&S are the only ones
who attend A&S events! 

 It would take some exploration to figure out how to make it work, but I
think that it is a workable alternative.
