[Artemisia] Regarding the Charter of the Minstrels' Guild of Arrows' Flight

Greetings, Great and Noble populace of the Mighty Kingdom of Artemesia, 
 
For some time, we have been involved with the development of a Minstrels Guild in the Shire of Arrows' Flight.   I submit for your perusal, and in a request for cogent comments, a copy of our proposed charter.   We will be voting on this next Tuesday.   In the meantime, I welcome observations, suggestions, areas of dispute, and general comments.   Our desire is to produce a document that will provide useful direction for years to come.
