Yes, for my part.
Whether in RL or the Society, government should be by the people, and from
the bottom up.
Furthermore, if there is a need to create a suspension that lasts longer
than a reign, make it hinge upon a request from the Crowns of the Kingdom(s)
affected to the BoD, and rescindable by that same Kingdoms Crown at any
time.
