Doesn't the SCA have a criminal lawyer that would be able to tell us the legal side of this issue? That would be my first stop in looking for "factual" advice. I'm not anti-authority and concerned about the BoD ruining our fun. Members of the board are players like us with SCA experience and a love of serving our group. I can't imagine that they are power hungry big brother moguls, bent on known-world domination.
As a player in the SCA, I am also very concerned about the safety of our game. One of the biggest draws the SCA has is being a family like, safe place where everyone feels welcome. No one is disputing that an event is, and has been, a place where bad things have happened. We have to fairly weigh the protection of our people against the rights of an accused person. I''m not afraid to admit this is completely out of my scope and I think we need to consult a professional.
What I would be curious about is how to implement a system of exclusion. How will we know who is on the "No Play" list? Will corporate maintain a list and post it publicly? Because blue cards can be borrowed, will we need to have everyone show picture IDs at the gate? We can't know everyone by face, mundane name, and persona name in the whole SCA. How will we know who is even "under suspicion" and should be watched? With the amount of travel between groups and Kingdoms, how will we know if a perpetrator goes further afield?
