Our dear Mistress Morwenna d'Membyr is the only person in the kingdom who 
can tell the rest of us what to do as far as this goes.  Corporate asks $3

conflicting pieces of information dealing with this issue depending on 
where you look.  As an exchequer the rules that I am currently living under 
until corrected by my boss the Kingdom exchequer are:

1. Charge $3 for all adult non-members ( anyone who cannot present a blue 
or white card that is not expired or a current Sage), regardless of whether 
or not they pay a site fee.  I have been told that even if the Barony wants 
to allow first timers to come in for free, I must still charge the $3 and 
the Barony cannot even keep a donation account to pay this for first time 
attendees.

2.  If there is a discounted rate for children, any child coming in at that 
discounted rate does not pay the $3 non-member fee.  This age changes with 
every event and I keep an event flyer with me to determine who does and who 
does not get charged.

Mistress Morwenna is the only person who can tell me to change my ways, 
that is her job.

Any questions should be directed to the only person whose job it is to 
clear these things up, Mistress Morwenna.
