I can certainly see what you're saying. I think Kingdom law is probably a little vague on the point of awards.

So clearly, you must be a member to be an officer or a deputy by Corpora, but the Kingdom may not require membership for most Baronial awards and a number of Kingdom awards that are non-armigerous.
My understanding is that court "officers" are honor positions appointed by the Crown and are not subject to the same membership requirements as Great Officers and Officers of State. However, fighting champions will automatically be members as long as you have to have a paid membership to be an authorized fighter.
Speaking of that - I could not find anywhere in Kingdom law or Corpora anything that said a fighter had to be a paid member. I finally found it on Page 19 of the Artemisian Marshallate Handbook, which is where it talks about procedure for intial authorization. It took some doing to find it - I was looking and I missed it twice.
I guess my point is that I had made some big assumptions based on what I thought I had read in Kingdom Law and Corpora related to these issues. I have really learned something about all of this. As things stand right now, there is nothing saying a non-member cannot receive some awards.
I think we need to look at the big picture and make sure everything matches up.
