I am in the child care industry as well. Last year when I changed centers, I had to fill out the form for permission to do a background check. Where I have not lived in Utah continuously for the last 5 years, I also had to do fingerprints. Fingerprints cost me $10 at the local cop shop. Background check cost $27. Both had to be signed by me and sent in with the money. Took about 9 weeks for the FBI to say that I was ok to play with the kids!!
However, as was mentioned below, EVERYTHING shows up. Not just felonies. Even the little things. Just be warned!! I had some, ummm, issues when I was 17 that still show up. It was really fun explaining those "issues" to my new boss. (especially since they were completely non-child care related!)
As a mom, I think having people submit to a check is a great idea. It is kind of a hassle, but a worthwhile hassle if it protects even one child from a problem.

My work (a Head Start) does background checks on everyone they hire, who
volunteers, or who is on their Board or Policy Council. A background
check cannot be done without the persons consent (we have a form they have
to fill out and sign -- anyone who refuses to fill it out or sign it
cannot work here).
When the results come back they will list every felony that individual has
committed. If they have abuse (any, not just child), violence, or
[something else that I can't think of now] listed, we don't hire them (or
let them volunteer). I don't have all the particulars as I don't work in
HR. I think the cost is $8 but I could be off on that. If anyone wants
more detailed info I can ask our HR Manager.
