Most "Larger" events I have attended have a reserves security channel to be 
used only in case of incident (I believe Uprising's was 9, but I have slept 
since then so I may not be remembering clearly).  Each and every "Large" 
fire (type II or bigger) has had a radio channel reserved only for 
fire-fighter personnel emergency (like the time we had one of the guys go 
into seizure on the line).

What we may need to do is make a uniform policy, such as the use of channel 
9 only for emergency and a kingdom policy, and publish that information 
widely (like, in the gate book and the event bulletin board and the privy 
wall).  That way, parents can communicate with children using the handheld, 
and NOT accidentally assign the family channel as the reserved emergency 
channel.
