As land allocation coordinator, it really was *my* fault. Having personally
visited every camp space to see how tightly packed some were and how sparse
some were, along with how much free space there still was to the northeast,
I think I could easily have allocated 25% more space to each encampment and
still had plenty of space. 
Ah well, lessons were learned. Hopefully lessons will be constructively
applied to next year ;)
