[Artemisia] Grand Council motion of interest

There are occasionally discussions on the Grand Council that
the Artemisian members of the council have shared with the
populace of the kingdom from time to time.  The following is a
current motion which has been seconded over the weekend on
the grand council list.  It is now up for vote.  Please note very
carefully the date of this document, which is the same date that
the Grand Council is required to submit its quarterly report to
the Board of Directors of the SCA Inc. for the upcoming BoD
meeting in April.

I made a pdf of the document that is the subject of the current
GC motion from out of the GC list archives (which are restricted
to GC members only) - and placed that pdf file on my website
