[Artemisia] Tournaments Illuminated Website Revised

The Tournaments Illuminated Website (www.sca.org/ti) has been revised today.
This includes revisions to the Submission Guidelines that were available at
Defender Tourney on Saturday. If you can pass the word to anyone you know in
the SCA, it would be appreciated, especially since we are hoping to receive
some of the new items we are looking for by the May 7 deadline.
