[Artemisia] Uprising land allocation

Morgan, I get to deal with limited mobility, too (ow! ow! ow!), and I've
been to the new site, and walked a good part of it.  It's more accessible
than you might think.  It's not like the hike I had to do one year at
Uprising, when we were staying in the cabins and had to walk up to the SCA's
part of the place....
