[Artemisia] A Challenge idea from Atlantia

Like others, I think this sounds like a wonderful idea, but I also agree
with Gefjon that it would need a year to bring it off.  Time would be
needed both for the Laurels to come up with their challenges, and then
for others to prepare their entries in answer.
