[Artemisia] Funding improvements at The Farm

Greetings all,
As someone who has been closely associated with the dreaming, planning, and
actual improving of HG Alan's farm for our usage, one of the issues that
continually arise is one of funding.
So I'd like to put forth an idea and see what kind of response it gets. What
if there was an additional fee to the normal fee for events at the farm
(ostensibly more than just Uprising) that was *specifically dedicated* to
permanent (or semi-permanent) improvements on the property?
Let me explain the reasoning. As private property owners that we're renting
from, we cannot (and should not, IMHO) dictate to Allen Hall what he does
with the money that we pay him for the usage of his farm. If he chooses to
spend that money to improve the place for us, that's his call. However, if
the Barony of One Thousand Eyes had a fund that we could use for materials
for improvements, then we could build the things that we want.
Of course, this idea rests on the premises that 1) we're allowed to do such
a thing by corpora/kingdom law, and 2) Alan is okay with us building what we
want. I suspect that #2 isn't much of a problem, having worked with His
Grace extensively over the last year or more on just this issue.
Also as a side note, this idea has not been proposed for Uprising *this*
year. I'm bringing it up here for the first time to gauge response.
