Sometimes when the webmaster is trying to do things, they work on his local
copy of IIS for testing the website.  Sometimes when that happens he uploads
them to the server.  Sometimes things that work on his local machine do not
work on the server because it has a different configuration than his local
machine.  Sometimes it takes a few minutes for him to notice it is broken;
then it takes a few more to figure out what it broke and a few more to fix
it.  Since the webmaster does not feel like doing all the testing at 3 AM
when he will probably be the only one looking at it, he does it when he has
spare time.  This means that it will occassionally get broken during the
day.  It will also get fixed as soon as it has been noticed that it is
broken.  The webmaster does not necessarily need everyone telling him it is
broken.  Be patient, wait for a few minutes, maybe even half an hour to an
hour, and it will get unbroken.
