[Artemisia] curfew?

Greetings!  I was looking at the Uprising website yesterday and noticed the new minor curfew for 10:00 p.m.  I was curious to know whether there was an incident last year that caused this new rule to be in effect?  I’m seventeen and every year that I’ve been to Uprising, I have never heard of any trouble caused by a minor.  Of course I can understand young children having the curfew, but for a seventeen year old, ten seems rather early.
