[Artemisia] Titles, Baronies and Artemisian History (oh, my!)

Cet ruled as a solo, after Guthrum stepped down,  before Dan joined her.
Does this  perhaps move the "rule #'s" down one?
(the #'s staying the same when counting individuals.)
