[Artemisia] Finding solutions

Greetings.
I am indeed incorrect about this matter.  Kingdom law does indeed state that
the Chronicler must publish this information.  What I was unclear about was
how often it should be reported and where that fits in with my
responsibilities as precedence herald.

I am still working to address this matter, and will be continuing to do so
until it is resolved to the satisfaction of Mistress Kelwin (Goldenwing
Herald) and other officers and populace of the Kingdom.

I apologize for the ongoing confusion about this matter.  I will do better
to check my facts in the future.
