[Artemisia] event stewarding question

My understanding is that you must be 18 in time to sign any contracts necessary for your site etc.

How old do you have to be to officially steward an event?  I am a member and have co-autocrated before, and held deputy offices.  Do I have to turn eighteen by the actual event date or before I can even turn in a letter of intent?  Thanks in advance.
