Guillaume is right do it while your pieces are small. Easier to hold or put on a hoop. It will also tell you if your base materials will work for your project on a small scale first.
If you have to use a modern helper to keep things together, a quick application of fusible webbing (especially used in appliqué, any Joanns or Hancocks will have it) it will hold anything while you appliqué it, and generally does not make the end result "stiff". In period they used all sorts of things including glues so it's not out of the realm of possibilities. I personally would not use a stiffener unless you are using a really light fabric, and if you were I'd take a hard look at why you are actually using that material. A sturdier fabric will last longer and if the artist is going to put the time in, make the foundation worthy of holding it.
Modern appliqué folk use the interface lining material because the MACHINES they are using pull the thread too tight if they don't. I would also not sew it to your lining. If your lining has a bias, shrinks or the fabric stretches over time, your garment will do really crazy things, and there is no way to fix it if it is sewn together. If it is separate a lining can be replaced or adjusted.
Just a couple of thoughts from someone whose done a lot of appliqué...but you need to find what works for you, so take what you want, and good luck!

Actually, if it was me, I would do it some what different. I would put it on after the lining. Or better yet, before the lining but with an additional backing on the fabric. Reason is.. if you look on the back of a professionally attached or embroidered item, they have a cloth or paperish back.. that is so your embroidery or applique' doesn't shift. For sure after the pattern is cut so you get it in the right place. I probably add it after my item is sewn but before the lining.
