That's only because those that could present the award don't take the 
time to look and I've seen many outright ignore what they see.  You 
just can't show up to fighter practice and court and expect to see 
half the service that goes on in the SCA.

Poof!  Crown Tourney becomes an archery event (Never happen but for 
argument's sake) this complaint of not recognizing deserving souls 
wouldn't be valid for long.
