[Artemisia] Uprising XIX

As you all know Uprising XIX is coming and pre-registration is open.  What
you may not know is House Rikker is sponsoring a Portico competition with
prizes for the Most Creative, and for the Most Period.  (In case you don't
know, the Portico is the entranceway to your encampment.)  Just giving you a
heads up to plan.  And remember the rules from the land allocation steward,
Land Allocation is based on Pre-Registrations and included accumulated land
requests, as well as Volunteering (Teaching, Security, etc)

Oh I think this is gonna be the best Uprising yet!
