I know HE Kelwyn will likely respond from the official heraldic side of things, but I can give you the history. 

A year or two before Artemisia split off from Atenveldt, there was a movement to distinguish the different types of baronial service: those who give time and service to a group (the landed) and those gentles recognized by the Crown for "something specific". Atenveldt chose to (and still does) use the titles Thegn and Ban-Thegn for their former landed barons and baronesses.  Here in Artemisia, there were a lot of folk who felt that descriptor did not fit (for various reasons, wrong persona, didn't want to copy, etc.), and that when looking at Period practices, the recognition of "lineage by number" was appropriate, and in reality, an easy fix.  No title change (as HE Shauna points to), and the only administrative issue was delineating the two in the Order of Precedence.  

OP is set individually by kingdom, so it was not a Society issue. The award is still technically a court barony, just with a descriptor as to where in the OP it goes. That is reflected in the moniker "heritage, or landed". You'll likely hear both in any given conversation. In general, Former landed baronage walk in the OP behind the Founding Baron/esses of "X" group, in the order they reigned...2nd Baron of Loch Salann for example.  On the other hand, Joe who gets a court barony from the Crown for being a really awesome player...is placed where unadorned court baronies have always been, behind the AoA recipients.

Hmmm. This is something I have not heard of in 20+ years of courts and 
heraldry in the Society. Usually when people step down from a Landed 
Baronial position and are given a Court Barony in thanks and recognition

of their hard work, they are simply titled Court Baron (or Baroness, as 
the case may be). In complete records of the Order of Precedence they 
would be listed as 'Number' Baron/ess of <name of group>, to show a 
lineage, as it were, for that Barony.

If there is going to be anything 'new' given as titles, then Laurel 
Sovereign of Arms has to approve it - all alternate or new titles of 
rank go through the same process for decisions that names and devices 
do, but there has to be a great deal of research to back up a request 
for additions to the titles listings. This is something that Corpora 
covers explicitly.
