[Artemisia] Regarding Youth Combat in Artemisia

Lord Padruig,

Please clarify for me (and whoever else wants to know)- if someone is bringing a 
child not their own, i.e. a friend of their child, not only are they required to 
have the waiver signed by the child's parents and the medical authorization from 
the child's parents (both required for any "loaner child" to even attend the 
event), don't they also need a specific youth combat permission/authorization 
signed by the parents, in order for that child to participate?
