[Sca-librarians] Barcodes on the OUTSIDE of books

We run an ongoing shelf reading program, which enables us to catch the 
occasional misfiled item. Items get misfiled primarily by the users, who 
may even do so intentionally in an effort to hide items for personal 
use.
